Sometimes you can iron it out. Lay a soft dishtowel on the bubble and slowly press the spot to see if it will lay flat again.. just be patient with the process and don't rush

Inject wood glue into’bubble’ that is raised then protect table with a thick cloth whilst you lay an hot/warm iron on to it . Do not use steam whilst using iron. Good luck saw this done it works well.
If all else fails,,remove all old laminate and re laminate,,,or stain or paint, also tile or stone and glass tops, are popular,,,many choices...one fast one is install fancy lace cloth on table top and buy tempered glass to cover,,,you can also put family pictures along with magazine cut outs, under glass,,and cover with glass...all these suggestions and more...Good Luck
If you take a razor blade and slice through the bubbles carefully you can use an iron with a towel and iron to reactivate the glue. Sometimes if it is a big bubble you can put new glue but that is not always necessary. Good luck.
I would do it with the hairdryer and would pass a rag during the process
Make a slice in the bubble and get some wood glue under it.
