How do you resurface a bathtub

I have an older bathtub that is pealing and I want to upgrade it to a smooth finish. there are not broken or cracks just pealing and unsmooth SURFACE.

sounds like it has been resurfaced before.is it heavy porcelain or light fibreglass? -

If porcelain, you can have reglazed professionally, it is less than you might expect and with proper care, can last 25 - 50 years. I have had several done and they still look amazing - the trick is not to use harsh cleansers.
