I purchased a used china hutch and the top is not attached, making it easy to fall over. How can I permanently attached it to the bottom hutch?

There are metal brackets .......they are usually ugly metal, but you could no doubt make them decorative. They are a 90 degree angle with holes for screws/nails

There are also straight metal brackets that could run down the back of the top of the hutch to the bottom part of the hutch, they make they big and really long or smaller etc. Then they would be hidden.

The top of the china cabinet does not sit at the end of the bottom piece. It sits about 2 inches in. End to end won't work. Any other helpful hints? Please...

These metal brackets work best. If you run one side up the edge of the hutch and the bottom side along the top edge of the buffet, on both sides, it will hold the hutch in place.

@Barbara Beguelin Kluver Those are the brackets that I bought, but I am wondering if I should put anchors in the wood first so the wood screws do not pop out down the line.

Where can I buy the metal brackets

Dresser or mirror brackets are available at any hardware store. They vary in lengths so will have to determine the length you need. The hardware should come with the brackets. The basic idea is to drill small holes into the back of the hutch top and bottom. Using the bracket, you use screws and fix the bracket to the backs. This shoukd hold the pieces together. They can be removed when moving the furniture abd replaced when in its new space.
