How to fix a bathroom countertop that's discolored and scratched up?

My bathroom countertop is all scratched up and discolored, id like to being it back to a new look.

What is it? Is the sink part of it?
I have used appliance epoxy spray paint on cultured marble but it needs touch ups after a few years. Tile and tub paint is more durable but cost more.

I would paint it then put some acrylic over it
