If the pole is too loose in its sockets, try using toothpicks or small nails as shims until it's tight enough.
I have an offset umbrella that didn't even have a weighted base. I put concrete blocks or something heavy on it. I have the weighted base from a offset really tall multiple light set that fell apart that I usually use, but if it is windy we put a concrete block on it out of caution.

There are many different style of umbrella bases. Is yours plastic? , metal? Some are solid, some have a cover to be filled with heavy rock. If you posted a picture of it, we would be able to give suggestions that are more specific to your situation.
