I had this happen in my powder room on the vanity doors. I took a heat gun and peeled off the laminate, sanded the wood, then primed and painted. Don't know if this would work in your situation, but it worked quite well for me.
You have thermofoil cabinets. Builders grade cabinets for decades have been built of mostly wood frames but the doors and drawer fronts are made of mdf and then a thin layer of plastic is laminated over the top. It can be removed using a heat gun and gently peeling it off. Then you can sand the mdf. prime and paint them as if they are wood. Eventually they may all or most of them crack or lift, so be prepared to just do them all. If you google Thermofoil cabinets you will be able to see the process used to apply the Thermofoil, as well as how to remove and how to paint. Best of luck.
and it's DUCT tape... not DUCK tape
