I know this will seem odd but you can crochet little feet and hot glue them on. They will last a while and are easy to replace. Hope this helps.

If your felt pads are peel & stick, that may be the problem. Try adhering them with E6000 permanent craft adhesive (available at Michael's, A.C. Moore & Hobby Lobby, to name a few). If you don't already own a tube, you won't be sorry you bought one as it's usefulness is mind blowing. It works great & you won't have some of the hassles of super glues, like caps that glue themselves on.
If your chairs are wooden, remove the black plastic feet from the bottom of the chair and replace with felt feet that have a nail in them. You can find these at WalMart or any hardware store.
I would remove the paper backing to let the E6000 make the existing adhesive stronger.
