Could you cover with peel and stick shelf paper?
I would first stuff the hole with fine steel wool to keep out pests. Then buy some peel and stick floor tiles at the hardware store. Measure, cut and adhere them to the bottom of the cabinet. Your entire cabinet floor will look so much nicer and be easy to clean.
You could put a piece of luan over it. We've done that when we had to make an access hole to get to something under the cabinet.
You did not mention where in the cabinet the hole is. If it is the floor of a base cabinet, which my Spidey Sense tells me is most likely, I would make a new floor for the bottom of the cabinet with floor underlayment plywood. It is thin so you could just place it on top of the current cabinet bottom.
You could also use a thin laminate flooring inside of the cabinet. My local Habitat for Humanity Restore always has small amounts of laminate flooring available for cheap.
Best choice, and most work, is to remake the cabinet floor. You can remove the old one using a multi-tool to cut it into pieces and make a new one from 1/2" plywood. I did this in my kitchen because of past leaks in the sink, and it looks great. Had to make it in two pieces to get it through the doors under the sink and add some structure to support the seam where the two pieces meet.
