Hello! Paint won’t cover the peeling. You’ll need to lightly sand those cabinets. Wash off any grime or dust, let dry, then apply a bonding primer. Then paint using an oil-based paint. This is easier to do if you can take the cabinets down . No need to paint the inside of the cabinet.
