Hi, While your question got cut off, the fact that you said paint is peeling led me to suspect that your tub has been painted before. If that's the case, read this article for some insight:

The tub has obviously been resurfaced. Remove the peeling surface with strong cleaners, including steel wool and buy another resurface kit and do it again. As you know, the kits are not great and do not last. You would be better off removing the old tub and installing a new one.
