You could have a lot of different things happening to your cabinet and without actually seeing the construction and how it was mounted to the wall I could only guess. Here is a site that may have some useful advice that you can apply to yours:

OK! Take the Cabinet down off the wall, Re-fit the back to the cabinet. Does the cabinet have a solid frame inside you could use to screw it to the wall? If so fix screws at side edge at the top and at the bottom. At this point you might consider fixing a Shelf support under cabinet to take the weight. It need not be unattractive as there are many types of brackets to choose from.

Thanks! In a way it baffles me because I really don't put a lot up there but
must be because that wood is so thin. They're Kraft Maid cabinets, not that
old so kind of surprised this wood piece is so cheap.
