Do you still have the broken piece(s)? If so, I would glue them back in place with the Crazy Glue for porcelain.
get some bondo from a body shop and fill in the space. sand down to match contours and paint with enamel.
Sand the damaged area, apply a repair compound and then use a touch up paint to match the color.
Depends on how big and how obvious. I have white bathroom caulking around the base of my toilets. They too are white. I'd maybe make the bead a little larger and see if I can blend the hole from the chip into that. Ten-minute fix including hunting for the caulking gun.
Okay, everybody's thinking it. How did you manage to chip the base of your toilet?
