First try loosening it up with some WD40. Put a rag on the floor and really drench it. Let is sit for a few minutes and give it a try. If it still won't budge, you may need to use a single sided razor blade and saw it off. Good luck.
Did you try spraying a little WD-40 oil on the nut and screw? It might help. Best of luck.
Sometimes I've had to use a screwdriver on the screw while holding the plastic nut underneath with pliers. Here is a good video.

The screw driver is what had to use .held my plastic nut with a cloth and kept the screw driver moving . It worked .
