*Turn off the water supply and place a bucket, or any vessel that fits; under your supply line fitting.
*Flush your toilet and then loosen fitting at supply line. If pressurized water begins to spray, tighten fitting and then turn the water supply off to your house and open tub faucet.
*Try loosening the fitting again and put hose end in bucket. Allow any drainage to stop and remove hose from toilet.
*Install new line using Teflon tape by wrapping the tape in a clockwise direction for 2 or 3 rounds. Hand tighten the Hose fitting on threads and then give it a light snug with a wrench. Repeat with other end of hose.
*Turn on water and check for leaks.

How handy are you ? First determine where the leak is- which end. Also, is it a soldered connection leaking or a screw in connection. If screw in you might be able to fix it. If soldered, unless you are familiar with how to do that, then you will need a plumber. If a screw type- turn off water at your main source. Put a bucket below the connection to catch water in the line. Disconnect it and wrap plumber tape to line then screw it back on. Then a bit of plumber putty around it. just to help secure it. Then turn on water and tet the line. If that doesn't do it you will need a plumber.
Time to replace the water line. The rubber seals eventually get compressed and hard. No need for teflon tape or putty. The rubber seals are cone shaped so they seal when tightened. Take the old one with you to the store so you get the proper length or measure the distance from the toilet to the valve. When you install the new one put a coil in it when tightening.
