Silver polish.
Make a thick paste of baking soda with a few drops of water.
Apply to the item with a polishing cloth or 100% cotton cloth.
Wip dry with a clean, dry polishing cloth or 100% cotton cloth.

Try silver Polish or have them professionallly polisshed by a Silversmith.
Silver polish should do the job.
