How can I repair a ceramic outdoor decorative angel?

Do you have the missing piece anymore? It would be hard to replicate it. I would probably just toss it and find something new at the dollar store, Goodwill, etc. Unless you can hide the broken wing by placement behind something flowering.

Hi Phyllis. You can mold a piece of exterior caulk (paintable only) into the missing piece and attach with more caulk. Then faux paint it to match the figurine.

Maybe a resin? Use a waterproof glue for resin.
