There are Winter window insulation kits that basically cover your entire window and frame in plastic film. There are versions that you use a hairdryer to shrink fit the plastic and it is clear like glass.

caulking helps.. for inside i like to use the the stuff that looks like a clay ribbon it comes in a box not a cartridge. stuff it in or over where you feel the cold air or feel a crack next to the window frame. if you put a strand of it completely around the window.. since its a bit on the tacky side..the shrink wrap will kinda stick to it. makes it a bit easier to position the film correctly.. I"ve had issues with the 2 sided tape that comes with the widow film kit. it's peeled paint off the wall when i needed the film removed. low tac painters tape is what I've got holding the film in place.
