Wearing protective gloves, try using a skinny flat head screwdriver (to help jimmy the glass from behind and out) and a set of pliers (find the best size that works), to pull the pieces out. For smaller stubborn pieces that have broken off inside the sill, try prying them out with an ice pic by getting behind them. Cover the floor where you are working and have a trash can close by to toss the waste in.

Glass was installed using glazing putty on the outside of wood windows. Sometimes the putty flakes off or can be pried off. You can use a blow dryer/heat gun to soften old hardened and scrape it off. When you replace the glass use a bead of silicone caulk instead of glazing putty. Use a wet finger to smooth it out.
Any tiny chips of glass that fall to the floor can be picked up with a slice of bread. Just press it down firmly and it is surprising what a thorough job it does on the smallest of splinters.
Super sticky tape. Like DUCT tape. Spread it across the widest portion of glass and follow the advice posted previously by Geew from FL.
The tape helps the pieces from shattering as easily ( assuming its old enough to not be tempered glass) and also will help give the pliers and tools something to grip.
Be sure to cover your eyes and hands when you remove glass. You could take out the pieces if you wear heavy work gloves. Try loosening the compound which holds the glass in, first, with a sharp object.
