If you mean the metal on the door has rusted through, I would consider attaching a piece of sheet metal.

THANK YOU BARB.....BUT IT IS THE SIDE OF THE BULKHEAD AND NOT THE DOOR. HOW WOULD I GO ABOUT OR USE TO ATTACH A PIECE OF SHEET METAL TO THE SIDE???

Steel ? get a piece cut to the size where it is rotted cut all the bad part out and weld the new piece in . OR if you can't do that maybe make a wood bulk head and use the old steel doors . Your saying it is only the side of the bulk head that is rusted am I correct ? if so and the doors are good reuse them on the wood bulk head just make holes to bolt the steel doors attach to the wood and the opening of the stairs I am guessing cement on either side.

If I’m understanding right, it’s the actual bulkhead that’s rotted.?.?? If that is the case, the structure must be temporarily supported. Rotting one removed and a new piece put in place. Then temporary supports can be removed. If I’m not understanding clearly, please clarify with pics if possible.
