What do I do not to keep getting mold on window sill?

Stop it from getting wet. It sounds like condensation is dripping on the sill. A good, double pained window will stop that.

Even in rooms where it is dry, the windows always seem to get condensation. I have been thinking of trying to clean up the mildew then wipe with tea tree oil to see if this will slow the progress.

My mother could never stand dirty window sills so when it rained, she would open the window a little bit so it would get wet. Then wipe the damp sill off with Clorox. That should clean it and help keep it down till next time. Hope this helps.

I have forced air. And the house is very dry. To the point of getting shocks from walking across carpeting. I think it just bad windows. Even though they have already been replaced.

It's possible there is hidden water damage in the home. That might be a good thing to explore.
