A lot depends on whether pipes have to be moved, relocation of other items. You need to get estimates form 3 contractors. If the steps are concrete it can be a very big job. -

Can cost quite a bit. Suggest you call at least three good contractors. -

will you be using the same stairs or new ones? depending on where you are moving them and type of wood, etc. I would suggest doing some research at some place like Home Depot and they can show you how to do these projects or try going to Youtube.com for video instructions -

It is pretty much a major remodel. Especially if you are relocating away from a load bearing foundation wall and cutting a new opening in the floor above. Without strong structural support of the room/floor above you could be creating a problem as high as the roof. Unless you know how to construct a load bearing wall you need an architect to design it at a bear minimum.It might be possible to seek your local college and see if one of their architecture classes will draft a plan as a learning assignment. To make a cost estimate without a plan is next to impossible.
