Stucco is meant for walls, unless you mean the sides of the concrete steps? If so, then was a bonding added to the stucco at the time to keep it adhered? Was the sides of the concrete pitted to help the Stucco adhere?

Hi Rof, You need to repair beyond the crack. If you keep filling the crack, it has no support, that's why it keeps cracking. Example: a red brick has a corner missing. You fill just the corner, it will crack again. Start, with some concrete stucco cement. It's hard to tell just what it looks like, maybe you need to replace the entire stair. Home Depot could probably help you with your project. They have free classes on all types of home improvements, check it out, there. You may find something that interests you. You could call a mason, but for 1 step, it'll be a small fortune. I hope this helps some what. Good Luck!
