Never thought about it, but it would be food safe. The only question would be if it has plastic in it, I wouldn't use it for cooking as it may melt. Try a sample in the oven first.
There might be a little adhesive on the back where they affix it to the box.
My mother is 88 years old. They used a liner that came in loaf bread, that was waxed paper - to wrap sandwiches in during the depression. They brought it home from school, it was wiped off, and then used again!
I was not aware that you could use Waxed Paper in the oven... Parchment paper yes, and in the bottom of a cake pan under the cake batter, okay... but the high heat would melt the wax coating all over the place... and the stuff from a cereal box may contain plastic.... the last thing you need is plastic melted all over your food.
Technically, it is not food safe, because it has already been used. I don't know what the quality is, but not worth a fire in your oven.
I use the lining from cereal boxes in my kitchen. They are quite old as my baby is 29. The ends are cut off and the seam cut out to make a sheet of paper. They are great for rolling dough out. Sandwich your dough between two sheets for easy rolling! They can be used to roll up Jelly rolls, cinnamon buns, rolled steaks and turkey breasts, etc. as well!
They cannot be used with heat. They are a form of plastic and will melt. You can’t use them to sandwich leaves and iron like waxed paper.
If you are looking for a reusable sandwich wrap and bowl cover, I would suggest beeswax wrap. It is fairly simple to make and easy to use.

The cereal liners are only good in the microwave. We were originally talking about using them to make Thanksgiving decoration. Those little tea lights don't make enough heat to harm anything.
