You should first determine why your paint is peeling. Is the house so air tight that accumulated moisture is causing the problem? Or, is your roof leaking and the peeling is caused by moisture accumulating in the drywall under the paint? Whatever the cause, it needs attending to, because putting up ceiling tile on a damp ceiling is just a temporary hide. Eventually the moisture will either cause the tile to fall, or it will develop black mold and have to be removed.

I'll be happy to tell you how to put up ceiling tile, but first things first. Solve the mystery of the peeling paint first.

Sharon, It depends if you have a drop ceiling. You can replace it. I'd do the entire ceiling so it's uniform. Aloha!
