Remove the top and replace with a water proof counter top. Remove one or two drawers and insert a wine rack . You can buy casters at any home store. Attach a towel bar to one side and a handle of some kind to the other. Line one drawer with a plastic tub for ice

This person did one without wheels. As long as the bottom of the dresser is flat, I think it would be pretty easy to just add four wheels screwed on the bottom, but I also put another link below the hometalk one that has wheels:

Just make sure you use heavy duty casters that are of good quality that can handle the total weight of the cart when you have it fully loaded for your safety. Don't use plastic, they break when you go over any kind of obstacle and could cause injury if it tips over. I got some wheeled plant things to put my larger pts on and one of them broke the first time I moved it over a crack in the driveway. I went to ones that were more expensive, but had good casters on them and haven't had a problem since.
