Clean up the door and remove any loose paint & rust with a stiff wire brush. Then sand so that new paint will adhere. Clean with denatured alcohol. Prime & paint with a product that is formulated for paint with a rust inhibitor. I prefer RustOleum.

Rustoleum makes a rust dissolver and use steel wool to get the door clean. sand with emery cloth, take off to get all the dust. Then prime and I prefer Marine epoxy paint for exterior doors and a coat or two of Marine Spar Varnish to make weather friendly.
