If you can't screw the support brackets into wall studs, you can use wall anchors to hold the screws and everything will be stable.
Windows, if put in correctly, are always framed in, so if you find that wooden frame, nail or screw into that. If you want to go out further, then you can find a stud, or use wall anchors . Wall anchors come in all different sizes, depending on their use.
Ideally, you want to find studs and secure the rod into them. If the studs aren't located in an ideal place, you can use drywall anchors rated to hold the weight of the rod + curtains.
