Roll it out flat on the floor over a tarp. Get some spray adhesive, and spray the whole thing then lay the fabric on and use a rubber squeegee to work the bubbles out from the center out to the edges.... https://www.youtube.com/watch?v=BsNMdnhCDc4 I've always done this with a cotton fabric. There are other videos on YT using a glue gun, and another with modgepog.
I have done this before by using fusible web on my fabric and then ironing it onto the blind. Start by cutting your fabric to size and hemming the edge (if you plan to) and then iron on the fusible web to the back side of the fabric first. Then, roll out your blind onto the floor or a long table and iron it onto the blind. Caution: before you start any of this, test the blind itself to make sure it won't melt during the process. If the test is successful, it's easy-peasy.
