Slit the bottom of the curtain a little slit and put in heavy washers in several places on the bottom of the hem inside the hem to keep them in the spots you put them you will have to sew the washers to the fabric ....
Put some kind of weight in the lower hem, or direct the vent air out with a deflector.
Tie them back with side ties.
If they have a seam at the bottom put a penny in it
how about adding velcro add-ons to keep them down?
