Have you thought about this type of glass cover window film I used in this post? There are so many different styles available! This one was a frosted glass, but I just got done installing a different stained glass pattern in a different room.
Hmmm... and do you not want to use a window treatment like a roman shade? A roman shade could be totally light blocking with the right kind of liner. do you need them blocked/covered always? use the black out kind of window film https://www.google.com/search?q=black+out+window+film&safe=active&sa=X&rlz=1C1CHBF_enUS750US750&tbm=shop&tbs=vw:g&ved=0ahUKEwibuZjvhIzhAhWUqp4KHb5bC2cQvQ0IwQI&biw=1366&bih=657 or hang black out curtains or window roller shades over them just attach/hang them on outside the transom frames so they cover whole widow leaving no openings around it for light to come thru
