They manufacture paint for metal and plastic, which is probably what your blinds are made from. So spray painting is certainly possible. A bit of masking tape could cover the cord while you're painting. There are places online like Blindster that make blinds that are very reasonable. I bought one to cover a sliding glass door for $87.00 including shipping.
I agree with Rosanne! If they are metal or plastic, lightly sand to remove any shine and roughen the surface. Several light coats will give you a smooth finish an better bond. If they are fabric, use spray fabric paint.
Try fabric paint, you can even do a design

They're probably made from fabric, at least, on the front. You can spray die on them, or even paint them, but I wouldn't have the nerve to do it. Best of luck with it.
If you're patient and crafty I would try modgepdoge and napkin technique that is making a comeback. ombré them using bleach or dyes?

Vertical blinds attach with a little snap at the top. If you decide to paint them, I would remove all the blinds and clean them very thoroughly. Personally, I find that Dow Foaming Bathroom cleaner is fast and easy for removing both dirt and oils. Spray on. Let sit for 5 minutes then wash off with water.
My latest, favorite spray pint is from Krylon. It is called Dual Superbond. It contains a primer and bonds to just about everything including fabric!
If you remove the track for your blinds, you can spray paint that too. However, I would replace the string or cords with new rather than try to paint. The paint is likely to chip off inside the gears which may cause more problems than it is worth. Fixmyblinds.com carries a VERY wide assortment o f replacement parts for blinds including about 10 colors of cords. They also provide videos to show you how to repair just about anything related to blinds.
I always buy the blinds for my rental properties from Home Depot. Home Depot only carries a few replacement parts. However, Home Depot's Customer Service Department gave me the name and contact info for the manufacturer of my blinds. The manufacturer sends me all the replacement parts I need at NO charge!
If you have more time than money, to repair is always better than to replace!
Thank you. My blinds are horizontal and very oversized so they aren't available in home stores, but I like your suggestions for the paint! I am hesitant but may take it on one day.
