I feel like princess- theme could be a good idea, and as an activity- everyone can decorate a crown!
Juts cut a crown-shape out of cardboard, and each person can decorate it with glitter, markers, etc.
Another idea is to to DIY edible jewelry. Buy string and any candy with holes in it. This way they can make necklaces, bracelets, etc- all edible!

I always get supplies from the dollar store. Once you pick a theme, they will have a bunch of things to help you carry out your plan. Happy Birthday Baby Girl!
I used the Penny Whistle Party Planning Book by Meridith Brokaw and ?? heavily when my four kids were growing up. There are a LOT of great ideas in there that you can make as big or small as you'd like.
For a two year old, I'd say stick with something simple. Kids that age don't have a long attention span and don't get the idea of games. Bubbles or a water bin will keep them happy for a long time. (Too cold for water? Put rice or dissolve-able packing peanuts in the bin with some cups and spoons.) The little ones will eat just a few bites of cake and ice cream because it's such an exciting day, so make the servings small. If you want a decorating theme you can choose her favorite book or TV character. Everyone will say good bye a little easier with a small bag of candy or a little cookie that they can have at home or in the car if allowed.
We used a garden theme. Cut out of cardboard and painted it, shaped like a flower and had a hole in it for kids to put their heads in and take pictures. Each child left with a very small clay pot with a picture of the flower seed they were given and directions to plant. The dad cooked hamburgers. Clay pots held cutlery. Lots of flowers on tables and signs said "Welcome to Kate's Garden Party".
