Wash in cold water, cold rinse inside out. Then take out and start stretching them out. Hang up and air dry. I do this to retain the length on my jeans. Works like a charm.

cold water wash/rinse always. add vinegar to set the dye if new. if you have issues with the waste band, go up a half size. i prefer hanging pants by the pant legs to dry.
Dry them with something boosting out the waist so that it dries slightly expanded. Good luck!
I wash everything in the washing machine with liquid detergent.Only cold water as well!
I wash in cold water and air dry. When I take them out of the dryer, I stretch the waist band and use pant hangers to keep them stretch while they dry.

Try soaking them in a sink full of cold water with 1 cup of hair conditioner (Suave for dry hair is a good one and cheap).
Soak for 1 hour. Rinse and roll in towels to remove excess water. Lay flat to dry and stretch to desired size/shape. Periodically, stretch again.
The hair conditioner helps relax the fibers, making them more pliable and easier to stretch.
