You will have to remove the paint and then fill the cracks in using a concrete repair for basements.Make sure you use a dehumidifier during the humid months which should elevate moisture which most likely created the cracks to begin with.

Janet has it right! Paint will have to be removed. Also, new concrete will not bond to old concrete. You will need to use a latex modified patching concrete.

We've had a painted floor in the basement since we moved in 30 years ago. There were places where it was chipped, etc. Since that time we have had water damage and the paint has bubbled up. It occasionally comes off in small sheets. Could you try putting down a few sopping wet old towels and keep them wet for a couple weeks? See if it aids in the removal of the paint. Maybe scratching it with a steel rake or something would assist? You don't have much to lose. Then you can repaint or patch. Otherwise there are sectioned flooring pieces made for floating over a basement floor and providing enough height and channels for condensation or seepage to travel to the floor drain. I haven't seen them for awhile, but google it. Good luck!

You don't have to paint the floor first. Buy some concrete restorer that you paint on over what's there. Let it fill the pitted and holes and cracks. It should come out like new . It does come in different colors.

Don' know if a concrete floor leveling product would work but it might be worth asking about. It is a very thin mix of concrete that you pour on the floor and it levels out the low spots. Never used it but have seen it used on that home makeover channel.

Chris says to sand old paint off, fill divots with concrete patch then prime and paint with patio grade paint.
