Definitely stay away from carpet, solid wood and laminate flooring. Concrete or epoxy paint are your best options.
We have the same issue. A couple of years ago, we had a water-proofing system installed. They had to jack-hammer up the concrete around the perimeter walls to do the install which meant most of the walls had to be removed. We have been working on rebuilding, off & on, since then & are close to done. The concrete has hard, vinyl tiles that are glued down so completely that dynamite might not take them up. Our temporary solution will be to paint the tiles but later, we are leaning toward porcelain planks that look like wood. They will be installed over the vinyl tiles. I have read that with the proper underlay, laminate is an ok choice but I still shy away from that. Good luck!
If you go with the concrete, definitely consider sealing it so that if there is a water issue, you won't have to worry about mold. Depending on how bad the water issue is in your basement, you also have the options of tile or floating vinyl planks. (Both options are easy enough to replace damaged sections if needed)

Tiling the floors is a beautiful but costly option. Make sure you use a grout and mortar that are for around a pool. The least costly option is painting and sealing the floors. You can be creative with this option too by stamping or stenciling a design or border.
They make a new vinyl plank flooring that looks like wood and is totally waterproof! I just installed some in my Beach condo. I got it al lowes. It was Brunswick Maple and was $3.25 per foot. Looks great. I soaked a piece of it in water and nothing happened. I recommend it.
