If they need a trim do it before blooming season or after.
After it has finished flowering for the season.
After it has bloomed, the buds for the next year set soon after blooming this year. This way you will not lose a year of blooms.
After it finishes blooming! Cut only half way and all the dead out.
Never! Lilacs hate pruning. Cut flowers to give your home a gorgeous fragrance, and that should be enough pruning if you want any next year. (Mine do seem to do better in alternate years.)
