It depends on the plant. If it does off in the winter, shape them in the fall. Then when they some back in the spring new growth will come out nice and full.
If they are flowering shrubs, you prune opposite of when they bloom. If the shrub blooms in Spring, you prune in the Fall, and vice versa. Not sure of summer-blooming shrubs. You may want to Google those.

If it is a flowering bush, I have always heard to prune after it blooms.
Depending upon the plant, both. If just green, non flowering I have done in the spring to tidy things up a bit. And again in the fall for the same reason. For anything that flowers, I wait till the blooming season is over to trim or prune as necessary.
Ok so you live here by me.The shrubs can be lightly shaped now,but for the future early spring is the best time for pruning.
If Nandinas, anytime. Holly with berries...anytime unless you keep berries for birds or for decorating. Blooming .....after. lots of others do by mid February for spring bloomers..crepe myrtle, altheas. Google your plant.
