Like a regular closet. Put a bar level then a shelf above it.
If it is a coat closet, go for height, using the lower side for basket storage in cubes.
If it is a clothes closet, you may be able to use the high portion to hand two sets of rails (upper and lower) and make a shoe cube for the lower side. Be sure to test and retest the widths. It is frustrating not to be able to hang some thing because the rod is too close to the wall. However, if you hang your pants, put one rail closer to the wall with the other two bars on the other side of a partition. Don't forget up-cycling small drawers if you can find them for extra storage.
