Dividing bulbs are best to do in the fall.
Best in the fall and every four years, but you can do it after they bloom in spring to give them a chance to reroot-I like to divide in election years, gives me a reminder.
Well, you can dig up daffodils after the foliage has died down, store them and replant in the fall, or just wait until fall and do it then. This is probably true for most bulbs. I do dig up my daffs every few years when they look crowded and i'm not getting as many blooms-it takes a year or two for them to recover, but they do. I dug up a bunch of lilies that were overcrowded and had grass growing in places I couldn't handed and replanted them about two weeks ago-you can also do this in the fall. Whichever you do, fertilize when you replant.
