Hi! I live in Jacksonville. We have a sandy yard. My solution for sand is to rake in bags of Garden Soil and Black Kow into the sandy area where you will be planting. Then, cover with a mulch. I use all types of mulch including pine nuggets, red mulch and the free stuff from our local electric company.

You just meed to make sure that you amend to sand to make it more healthy for most plants. Try mixing equal parts potting soil, peat moss and regular top soil. You want to make sure that the soil in the ground will hold the water that the sugar sand won't. I think that even if you want to do that with each plant instead of a whole garden you could if you extend the good soil areas generously below and around the plant to give the roots a good growing area and the make sure it is large enough to extend just beyond the mature size of the plant.
