If you are on a tight budget, even some Dollar Tree stores sell them. I bent a wire hanger in a circle and tied pieces of old clothes around it to make a cloth wreath, and it cost me nothing!

You can fashion your own from a wire hanger.
Any craft store, Wal-Mart, Use anything circular or can be bent, that you have around house. It might look strange but a picture frame can work in a pinch. My first ever wreath was a piece of cardbord cut in circle, cover in green paper or paint it, pine pieces and cones attached with black or dark green thread. Just tie thread at a starting point and wind around as you add pieces. Carefully place the thread under the needles or pull needles from under thread. Tie at end and add small pieces if you need them somewhere. Add a bow and hang. Same can be done with holly. If you have English Ivy you could pull up some and wind it up like a grapevine wreath or most any vine you may have.

I used a wire clothes hanger to make a wreath of branches of fresh lavender plants (w/ flowers) I picked from my garden. I shaped the hanger by pulling down the straight portion (bottom) and kept the hook for hanging the wreath. I wrapped the branches (with leaves and flowers) around the reshaped wire ( diamond-shape) and used some twisting wire to secure them in place.
Make it with old newspaper, rolled, and wond with some twine in a criss-cross pattern. Gives you the hangar, too.
