If it is full sun, hydrangeas are a no-no. They need shade. However, peonies, iris, coneflowers (Echinacea), Day lilies, knock out roses... I could go on and on. But I will stop with these suggestion.
Gazanias. They love the sun and bloom year around. Drought tolerant and they are perennials
There are lots of kinds of flowering ground cover too. I love phlox. So so pretty!
My mom made a rock garden . Lots of trailing phlox, but there are other lovely ground covers you can add. It took about two years for it to fill in, but then she never fertilized or watered it.
Snow On The Mountain, Peppermint, Catmint. These will all take over. Great for slopes.
