How do you maintain a bush that sends out multiple shoots?

We have a flowering quince that fills the flower bed with offshoots. It is so difficult to keep them in check. The same is true of our Carolina spice bush.

I have a flowering quince that is doing the same thing. I keep it pruned back so pruning isn't the answer in this case.
