There are breeds of grass that are really just weeds and survive everything. You'll probably have to keep the dogs off for the first 2 week. But ask for seed types good for your area at a local gardening center.
Live with the dirt or move the dogs to a different area. Any other thing is futile! NO grass can survive that abuse.
I would make it into two separate area. I'd put pea gravel down for the play/duty area for the doggie area and then you can keep your nice grassy area for yourselves.
