I think it depends on your taste. In the early 1930's it would have been bigger on the lower floors and smaller upstairs because company rarely went upstairs. Also, oak would have been used downstairs because it cost more and pine upstairs.
Its a matter of taste and budget! Yes, great rooms in newer homes do have taller baseboard. Mainly because the rooms a larger and the grand entrance they present. Its a throwback to what Judy stated.
It is entirely up to you. Your style and preference should dictate what you do in each room. Look through pictures and decorating books to see which look you like the best and go with that!
You can do whatever you want. I have a different sized baseboard for the kitchen and bath than what is in the living room and dining room. I match the decor.
The taller baseboards give an elegant feel. If you want that in the bedrooms too.....
