Perennial gardens start with early spring,spring,early summer,summer,early fall,and fall.So to be honest with you it would be in your best interest to decide exactly what your goal is.
Go to your local nursery and ask them what grows well there that will bloom long they should be able to help you
I live in South Carolina, and I have lots of lavender plants that bloom for quite awhile . I am not sure of anything that will literally bloom all year....but you might also look at everblooming hydrangeas. They do really well...and even after they stop blooming, the dried flowers are amazing and decorative.
