If there is soil there plant a vine and train the to go around the post.
plant some climbing vines at the base and let nature take care of it. Not sure where you are from but Morning glory's, honeysuckle, trumpet vine are some suggestions. Otherwise, perhaps someone could help you slip PVC pipe over them and then paint.
I like the ideas that others said about planting flowers. I can just imagine the beautiful blooms will look like a landscaper designed it instead of being an eyesore.
Can you add a section of wire or something else vines can climb on between the posts.
If it would make you smile, paint and redo to make them look like barber poles, North Poles, light fixtures, skinny people, or lollipops. No mater how you decorate them, place a solar light on top of each fence post for a little more security at night. And if you are replacing the fence, you might be able to wire the posts to the new fence. I hope you post when you get them done, and do pics all along the way. Best wishes!
You can also see if someone could fashion a bird house or feeder on top of the poles. I can totally see a fairy garden around something like this.
