Carpet for sure. Then you can match the paint.
Paint first. I would be anxious about paint getting on new carpet . Not fun getting paint off new carpeting. I speak from experience.
I would suggest painting first so that you don't need to worry about any paint spatter on your new carpet. It also makes getting to the baseboards much easier. Done in reverse and you will need to put down plastic or painter's cloths to protect your carpeting. Much easier the other way!
Paint first! As with any remodel, flooring goes on last so not to damage it in any way.

paint first. Any damage to the paint from installing the carpet can be fixed easily. Painting trim without getting it on the carpet is no fun.
I agree...paint first!!! Same reason. But determine color of rug before purchasing paint. However, if there's a hardwood floor, be careful. You (or next home owner) may decide to eliminate the rug. Good luck!
When we bought our house, there was a rug over the hardwood floor. I really wanted to get rid of the rug and show off the hardwood. You'll get the picture if I merely state the previous owner had an untrained dog...hence, I, too, had to go for carpeting. Wanted to have the floor sanded but was told they'd have to go too far down to get rid of the stains...would need to replace some of the wood and HOPE to get a good match.
Not criticizing the dog...just its owners!

OHMG!!!! I like a stupid, had to learn the hard way.................Paint 1st, remove carpet...........no need for drop cloth, ust don't step in any plops of pant, and you're good to go!
Paint first then remove carpet. Make sure the paint is dry before removing the carpet in case you hit the walls
When I was a kid my mom redid my bedroom. She had the walls papered, put down matching carpet, then decided to paint the walls in the closet. Needless to say, the paint can got knocked off the ladder when she was doing the higher places and it spilled all over the flocked wallpaper and the new carpet. She could no longer find the wallpaper or carpet as it was discontinued so had to completely replace everything. She learned her lesson that day and hasn't painted inside the closet after everything else is done.!
