What is the best & least expensive way to remove a lump in my yard?

The lump is 4x5' where a tree was removed 3 years ago.

What does the lump consist of? Is it dirt -if it is where did it come from? I'm sure it didn't suddenly appear. Perhaps the tree stump is under the dirt. If so, uncover it, drill holes in it and pour in a stump removal product.
If it's still a wooden lump I saw a product that you sprinkle on the stump, light up, and it smoulders for half a day while turning the stump to ash. If it's not a stump you'll have to dig it up. I recommend you have a pizza party for some teenagers and have them do this lol.
It's amazing what kids will do for food! I like the idea of turning it into a garden area.
