Honestly, there's no way to do it without some kind of mess. The least messy would be to go over it with tongue and groove wood. Either car siding or the packaged type.

I agree. If you don't want the mess, you will have to cover it up.
cover the floor with large plastic sheets, then wet down the popcorn and use a long handle large scraper. Remember some ceilings are not finished under the popcorn and you may need some drywall finishing work before painting
Depending on the age of your house, popcorn ceilings may contain asbestos. It's best to have it tested as well since you don't want to disturb it if it does. Your best bet, if it does have asbestos, is to go over it with 1/4" drywall.
